Luis Moreno Ocampo, the first chief prosecutor of the International Criminal Court in The Hague, has authority to globally investigate war crimes. Filmmakers Michele Gentile and Marcus Vetter followed him for six years. They travelled with him to Libya when he issued arrest warrants against Saif Al-Islam Gaddafi. They also register the negotiations with a Palestinian delegation in The Hague about the possible recognition of a Palestinian state by the court, as a prerequisite for the prosecution of Israel and Hamas for war crimes committed during the Gaza War.
