Shushan, the only gay bar in Jerusalem, closed its doors in 2007. City of Borders follows five patrons of the bar who, despite different nationalities and differing religious convictions, form a close-knit group and fight together to gain acceptance. Sa'ar Netanel, the owner of Shushan, was the first openly gay man to hold a seat in the Jerusalem city council. In the course of his work, he encountered fierce opposition from the religious community and received many death threats.
