Carsten Herstel is General Director of the Netherlands Institute of Forensic Psychiatry and Psychology (NIFP). This centre of expertise is a national service of the Ministry of Justice, providing independent psychiatric and psychological expertise. The NIFP advises the judiciary on the suspect’s person, establishes forensic diagnostics, provides psychiatric care and treatment for detainees and tests the implementation of criminal measures. Mr Herstel, who has served as General Director of NIFP since 2011, will react on the film and elaborate on the way in which detainees in The Netherlands get psychological care and assistance.

Ellen Vermeulen is a Flemish young, talented director. With her unique and sincere style, she creates films that have the potential of reaching an audience over again. 9999 is Ellen's first feature length documentary. Vermeulen has been active in Merksplas for one and a half year, mainly to do research and search for the five best characters for the film. The film was recorded in Spring 2014. The film premiered in April 2014 at the Visions du Réel festival in Nyon, Switzerland.

The Q&A will be moderated by Jonathan Groubert, an American born journalist, radio host and storyteller. In the Netherlands Jonathan worked for Radio Netherlands Worldwide, where he started the internationally revered public radio program The State We're In. The show, edited and hosted by Groubert, presented documentary features and reports on various aspects of the human condition.
